California Dream For All Loan Program Explained: Down Payment Help for First-Time Homebuyers in South Orange County

What Is the Dream For All Loan Program in California?

Buying your first home in California can feel like a lofty dream — especially with today’s high home prices. But California’s Dream For All loan program offers a powerful boost for eligible buyers by helping cover down payment and closing costs through what’s called a shared appreciation loan.

This state-run initiative, managed by the California Housing Finance Agency (CalHFA), is tailored for first-time, first-generation homebuyers — meaning you haven’t owned a primary home before and at least one borrower’s parents did not own a home — and helps bridge a big hurdle on the path to ownership.


How the Shared Appreciation Loan Works

The Dream For All program provides up to 20% of your home’s purchase price (capped at $150,000) to use toward your down payment and/or closing costs — with no monthly payments on that assistance.

Instead of traditional interest:

  • You repay the original loan amount, plus a share of the appreciation in your home’s value when you sell, refinance, or pay off your first mortgage.

This shared appreciation feature helps maintain affordability for future buyers — the dollars you repay go back into the program to assist more Californians.


Who Qualifies for the Dream For All Program?

To be eligible for this down payment assistance in California:

  • You must be a first-time homebuyer (typically no ownership in the past 3 years).

  • At least one borrower must be a first-generation homebuyer.

  • CalHFA income limits must be met (vary by county).

  • You must work with a CalHFA-approved lender and obtain a pre-approval letter before applying.

  • It’s for owner-occupied properties only (no investment homes).

This makes Dream For All a compelling option for many first-time buyers — especially in high-cost areas like South Orange County where every dollar toward a down payment counts.


How and When to Apply

CalHFA opens the Dream For All voucher registration portal during specific windows (such as February 24 to March 16, 2026), and uses a lottery/random selection process due to high demand.

If selected, you’ll have approximately 90 days to find a home and reserve the loan with your lender.


Is Dream For All Worth It?

For many South Orange County buyers, this assistance can mean:

  • Lower upfront costs — easing the burden of a hefty down payment.

  • Smaller monthly payments on your primary mortgage since less cash upfront may reduce the need for private mortgage insurance.

  • A real path to homeownership in a competitive market.
